The phrase, ‘you can’t fire a cannon from a canoe’ is not strictly true, but the canoe will end up horribly broken.
So I believe that you need a stable platform to make use of the energy you are expending. However this is very individual. I for example if I trying to build power will do weights as for me it is the quickest and most time effective way of getting what I lack. However some people are powerful to start with and just need to have functional strength.
So there is no hard and fast rule, we need to look at you and decide what you need.
